So I just moved up to Portland, OR from Comifornia, I am a gun nut. Huge gun activist as well. So in my move up here I am trying to get my CCW and arm myself. Now the issue is I moved up for work and need to keep my residency in California which means I can't even go into a FFL, let alone purchase a fire arm.

So this breaks this post into 2 parts essentially now...

The first part being is their anyway to make it so that I can Purchase firearms here in the state of Oregon without sacrificing my DL in Comifornia, seeing as to how I am here for work and school 6 months out of the year on average?

And the second part being, that I have already bought and had shipped a upper, barrel, BCG, keymod rail, gas system and with a trick we NEED to use in Comifornia a un-serialized 80% lower and lower parts kit, but I would need to mill it. So does anyone know where I can get my 80% lower milled out to spec? Or if that is even legal?

well if you've established residency in OR then apply for a DL there and cancel your CA one. that'll show your residency for purchases and shouldn't affect your CA residency. I could be mistaken.

Just in case you did not find advice already... You will need to complete the lower yourself or with help from friend/family. Hopefully you have a jig and bits, if so, it will be a few hours with a drill press or router and you are building. It is going to be very hard to temporarily "transfer" the lower to a gunsmith as there is no serial number. I don't know of any places that would do work on one.

Unfortunately CA set the rules that prevent the fine folks in Oregon from selling to you, private sale or through a dealer, even a long gun.
