I will be taking my honey moon up north. I am trying to figure out if washinton does non-resident permits. It would also be nice to do rides up there with my washington chapters of pnwriders. The website isn't being much help

Yes, Washington issues non resident permits. Apply in person at the nearest sherrif's office. Should be right around $55.

Sometimes it is the sheriff's office in smaller areas, but I think in metropolitan type areas, you might have to go to the county courthouse. Wherever you plan to go, I would call ahead and make sure that service is offered at the time you plan on being there. And most places have the digital fingerprint scanners, but some might still require print cards, so know what you need to bring. The best thing to do is just make a few phone calls and figure out when and where. I would suggest starting with the local sheriff's office though.

You would also need to take a Washington Safety Course much like the one you took in Oregon to get your concealed handgun license.

Why not just take a non-resident Utah class and get the Concealed Firearm Permit and be legal in WA and 31 other states?

WA does NOT require a safety course. You must apply in person at any Sheriff's office.
