Ours isn't honored in Oregon for instance. There are some places where you can take the class locally & apply for an out of state permit.

What kind of proof would the issuing authority accept to be called a resident? That I dont know. I would assume a WA drivers license with your current (WA) address on it would be proof.
I was saying you dont need to be a resident to get a WA CPL. IF you are not or have not been a resident for 90 days it can take longer to get the CPL, but you can get one. That was my point.
Only for neighboring states, so we are in luck. I have never felt the need to do it though. If I am there for fun I open carry which is legal. If I am there for work..... well it stays put away well.
Can you still get a CCW if you have any traffic tickets? Reckless driving ?
