It seems to me whoever does the polling (or is questioned) will get/give different answers -- unless the shop owner is particularly hardcore either way.
I can just see someone walking into a place and asking one of the people working there, "Is this business in favor of people being able to just shoot anyone they want at any time -- with no regulations?" They get a response of, "Of course not!" and the person notes the place as "Gun Free".
Or the employee happens to be completely anti-gun so they answer with their bias -- even if the question asked was perfectly worded.
The only real way I see this working is if someone in a position of authority were asked about their POLICY. If they have a "No Guns" policy for employees or a "Gun Free Zone" policy for patrons, then it could be noted. But anything other than that would fall under the 2A. Only if they answered that they were in favor of guns would they get the other option.
So to recap, you'd end up with 3 options:
- Gun Free Zone (based on policy for employees/patrons)
- Neutral (based on 2A, no policy against)
- Pro Gun Zone (based on a prevailing atmosphere)
The 3rd option would be rare in my opinion. Probably places like gun shops, maybe feed stores, leather/tackle shops, outdoor fitters, that sort of thing.
By far I would expect to see the 2nd option be the majority. And those would be vetted just by asking if the place has an anti-gun policy. If they don't, they'd automatically be the 2nd option, until further vetted to be in the 3rd...
So starting off, everything would be (by default) the 2nd option. And that designation could only be changed or validated as true after polling.
