When we talk about the receiver, there are two parts in particular. One is the lower, and the other one is the upper receiver. The lower is nothing but the lower frame section, and you do not have to mess it up with the lower parts kit. That’s something different, and you should know that. Every part on an AR you can buy over the counter EXCEPT the lower receiver.
Right now Chairman Inslee is trying to take way you right to make your own.

You can buy a serial number lower already made. That way everyone will know you have it. You can make your own, but there are rules. You can only make ONE for you. If your girl wants one SHE has to made her lower. You can NEVER sell it.
You can sell all the other parts, but that lower has to be cut up or given to the cops.

You're saying in Washington you are only allowed to build one AR and you can't sell it? Couldn't find any law that said that. Did I misunderstand you?
