Nope.... just as Cuervo stated..You can not buy a pistol in another state from a FFL holder (gun dealer) and take it home with you.
But check around at gun clubs and forums, lots of good ffl guys, some may only charge ya $5 for the trouble...

He could technically buy a gun in Oregon as long as he had it shipped to an ffl in Washington who would then do his BGC. The ffl would charge a transfer fee and the $10 bgc
For you to buy a Firearm in Oregon legally. It must transfer to you through a WA FFL where you have to go through what every WA requires as a BGC and TAXES. This includes A new oe used firearm from a FFL or a private party. WA does not let you out of the Taxes due.

Not only OLD, but WONG. You can LEGALLY buy long guns across any state lines (as long as it is legal in both states) as long as it is though an FFL.
NO FTF sales are legal across state lines.
