It's legal. Just not very well known.

Legal, but be aware that you CAN NOT change the filter when it gets plugged up
or burned out. It is a serial numbered part of the suppressor and must be changed
by the manufacturer. In the above link they list a charge of $25 for that service, plus
shipping.

If you've got the tools to properly machine an adaptor, you could make a nice reuseable suppressor, after getting your stamp.
