It's already illegal to manufacture guns without a proper manufacturing license. Once properly licensed, the manufacturing method shouldn't matter.

Non-serialized gun parts are, and still should be, exempt.

Not illegal to manufacture, just illegal to manufacture and sell. That's why people are able to build AK's from receiver flats and AR's from %80 receivers.

YAH. Anyone can build themselves all the non NFA firearms they want as long as they do not do it to sell them. If you build a firearm and then at a later date decide to sell it there are requirements for IDing the maker and some sort of serial number for ID purposes.

I think individuals can legally build a handgun, shotgun, rifle.. but you can't sell it:
